No, the DHT is best effort, and there's really no way to tell the
difference between the value not being there and the DHT messing up.
That said, OpenDHT has been really messed up since the PL upgrade, and
it may have been failing a lot more than it would otherwise. I think
I've fixed that now (and I'll be sending a message out about it in a
minute), so you might want to try again.
In my experience, if you do a get through two different gateways and
get a negative response from both, the value is very likely not in the
DHT.
