[OpenDHT-Users] put's returning capacity error after only 37 puts?

I ran a test last night where I tried to put 100 values (around 50 bytes
each).
The test waited 10 seconds between each put, and the TTL on the put values
was 1 day.
After around 37 puts, I started receiving CAPACITY errors from all of the
nodes (around 15 of them I believe)
I know that there is a rate limit for puts, based on the TTL of the put, the
rate of other users, and the size of the put.
But after only 37 puts I couldn't image reaching this limit. This test
had also previously failed a few days ago after roughly 60 puts.
My question is -- Is it possible to reach this rate limit after so few puts?
